About the Webinar

This webinar described what phlebotomists are and how they can benefit agencies. It also explained the legality of conducting blood draws on suspected impaired drivers. In addition, attendees learned about the new features in eCharging, including a refresher on how to properly use the DWI, Search Warrant, and Criminal Vehicular Operation/Homicide applications within the eCharging suite to ensure they are receiving the maximum benefit from the eCharging system.

Bill Lemons
Bill Lemons

Bill Lemons joined the Minnesota County Attorneys Association in 2008 and currently serves as the traffic safety resource prosecutor for the State of Minnesota. In 2007, this was a new program in the state, and Lemons is responsible for its creation and development. In this position, he provides training, research, technical assistance, and support to Minnesota’s prosecutors, law enforcement, and other traffic safety partners. Lemons has extensive jury trial experience in the DWI area and is a frequent presenter at CLE seminars. He earned his B.A. in political science from the University of Northern Iowa and his Juris Doctorate from Drake Law School. He has served as an assistant county attorney for Nobles, Scott, and Mahnomen Counties since his admission to the Minnesota Bar in 1999. 

Sergeant Tyler Milless graduated in 2015 from Minnesota State University, Mankato with a bachelor’s degree in law enforcement and an associate’s degree in psychology. He attended the Minnesota State Patrol academy in 2016. After graduating from the academy, he was stationed in Fairmont, Minnesota, for just over a year. He then transferred to West Metro dogwatch, where he spent a year before transferring to the Elk River station. In 2020, he took a promotion to become a sergeant and is now the coordinator for the DRE Program.

Mike Asleson

Mike Asleson is the DWI eCharging deployment coordinator at the Minnesota Bureau of Criminal Apprehension (BCA). Asleson served as a member of the Minnesota State Patrol for 35 years, retiring at the rank of major in 2012. For the past 9 years, he has worked at the BCA as part of the eCharging team. Over those 44 years, he has been involved in DWI enforcement, education and legislation. His current role at the BCA is to train and support peace officers that use eCharging to process their DWI arrests and search warrants.

Attendees are eligible for 1.0 POST credit, 1.25 Professional Development Hours (PDHs), and 1.25 Continuing Legal Education (CLE) credits.
